My new campaign is stuck in learning with almost no conversions. What can I do before I spend more?

Short answer

Do the event arithmetic, optimise on an earlier event, consolidate ad sets, send customer history as conversions, and check the signal.

Raise the number of useful events the campaign can learn from, or move the goal to an event that happens more often. Spending more on a campaign that cannot learn only buys more of the same noise.

First check the arithmetic. Meta says an ad set needs a minimum number of optimisation events in a week to leave the learning phase. If your cost per purchase is high and your budget is small, you may never reach it. For example, if a purchase costs 40 and your daily budget is 20, you would get a few events a week at best.

The cleanest fix is to optimise on an earlier event that happens more often: add to cart, initiate checkout, or a lead instead of a purchase. It is a trade, because an earlier event is less valuable, but a campaign that learns is better than one that does not. Once it has stabilised, you can move to the deeper event.

Second, consolidate. Many small ad sets split the data between them, so none reaches the threshold. Fewer ad sets with more budget each learn faster than many starved ones.

Third, bring in history. If you have past customers, send them as conversion events through the Conversions API before the campaign runs, with matchable identifiers. They give the system real examples of the outcome, which can stand in for the events the new campaign has not generated yet.

Fourth, check the signal itself. Is the pixel firing on the right page, is the event deduplicated, is the server copy arriving, and is the match quality reasonable? A broken or duplicated event can leave a campaign looking like it has no conversions when it has some.

Be careful with edits. Changing the budget, targeting or creative in a big way resets learning, so make a plan, change a little at a time and give each change a week.

Do the arithmetic before you change anything. If you cannot reach the event threshold with your budget, no setting will rescue the campaign.
