Meta restricted my site in Europe only. What does a regional full block mean?
Short answer
The full level can apply to one region, such as Europe, while other places have the standard event block. Outside the region, clean neutral server events can work; inside it, nothing reaches Meta from that domain.
We have now seen this on a real notice, so it is worth explaining properly.
Meta's restrictions come in three levels: core setup, which strips links and custom details; standard events, which can block Purchase, Lead and Add to cart; and full, which can block every event from the data source. What surprised us is that the full level can apply to some regions only. The notice we read said visitors in Europe could be fully blocked, while other locations had the standard event block. The status read full_blocking_web_actions.
In practice that splits your store in two. For visitors outside Europe, a clean, neutral event sent from your server can still reach Meta, and you can optimise for a custom conversion built on it. For visitors inside Europe, nothing reaches Meta from that domain, from any tool. There is no setting that changes that.
One thing we could not confirm: whether Meta's Europe includes the UK. The notice did not say. If your buyers are in the UK, assume the worse case until you see otherwise in your own data.
The decision that follows is about where your buyers are, not about tracking. Open your sales by country. If most of them are outside the blocked region, you can run with a clean signal today. If most are inside it, the store we worked with was in that position, you need a plan for running ads without a conversion signal there.
What that plan looks like: traffic or engagement goals instead of purchase optimisation, broad targeting, creative that does the work, and measurement you do yourself from store revenue and the stored click. It is harder and usually more expensive per sale. It is not the end of the channel.
Has anyone seen a notice name a region other than Europe? We are trying to understand how often the regional split happens.
