How to count the sales Meta cannot see during a health restriction
Short answer
Use your store as the source of truth. Keep the Meta click ID on the server, judge campaigns on store revenue by source, add a post-checkout question, and test by region.
When Meta blocks standard events, or blocks everything in a region, its reports stop telling you the truth about your ads. That does not mean you stop knowing. It means you stop asking Meta.
Start with the obvious one: your store records every order. Shopify, WooCommerce or your booking system is the source of truth. Meta's report is one view of it, and during a restriction it is the least complete one.
Next, keep the click. When someone arrives from a Meta ad, the link carries a click ID. If you store that click ID on your side, on the server rather than only in a browser cookie, you can tie the order back to the ad later, whether or not Meta ever hears about the sale.
Then judge campaigns on store revenue by source. Use the stored click and your UTM tags to group orders by campaign, and compare spend to the revenue your store recorded, not the revenue Meta claims.
Ask people. A one-line question after checkout, how did you hear about us, fills gaps that no pixel can, and it costs nothing.
Test by region if you can. Run ads in some regions and pause them in others for a few weeks, and compare sales. It needs no pixel at all, which is exactly why it is useful here.
None of this gives Meta its learning back. Meta still optimises with less information, which usually means a higher cost per sale. But it stops you making budget decisions on a report that is missing most of the sales.
