Warming up Google Ads with a customer list: why are only people who clicked a Google ad credited?
Short answer
Google credits conversions through click IDs or matched signed-in users, so only people with a Google ad interaction can count. Use stored click IDs where you have them.
Google Ads connects an uploaded conversion to a campaign through the ad click or through the details of a signed-in user, and it can only credit a campaign for people it can tie to its own ads. A customer who never clicked a Google ad has nothing to be credited to, so those rows have no campaign to count toward.
Here is the mechanism. Google's offline conversion import works with the click ID, the GCLID, that Google adds to the landing page URL when someone clicks an ad. You send the click ID with the conversion and Google credits the click and the campaign. That is the strongest match.
There is also a route using hashed customer details with enhanced conversions for leads, where Google matches an email or phone to a signed-in user who interacted with an ad. It credits only when that interaction can be found, within its windows, which are 90 days from the click for click IDs and 63 days for enhanced conversions for leads.
So a list of old customers is not automatically useful on Google. If a customer bought from an organic search, a referral or a Facebook ad, there is no Google click to credit. The upload for that row can be skipped. That is expected, not a bug.
What does that mean for warmup on Google? It helps for the part of your list that came from Google ads, especially recent ones with a stored click ID. It will not magically teach Google about customers it never saw.
For the rest, other tools fit better. A customer list audience can be used for targeting or lookalike-style expansion, subject to Google's customer data policies. Think of that as a different job from conversion upload.
To get the most from Google, check your CRM for stored click IDs and put them in the file. Rows with a click ID match far more reliably than rows with only an email.
